If you are only interested in buying one of the complete sets, the Unbound set is better because the Unbound Magic Mining Beam is the fastest in its category, whereas none of the Volatile tools are the fastest, and the glyphs in both sets offer trivial amounts of useful currency. This is a balance between gathering speed and useful glyphs without making you buy multiple sets. Your first set would ideally be piecemeal: a Consortium Harvesting or Fused Molten Sickle the Firestorm logging tool and the Shifting Sands Mining Pick. The tools with the fastest animation speed in their category are: the Consortium Harvesting Sickle, Fused Molten Sickle, and any others that share the golf-swing animation the Firestorm Logging Tool and the Unbound Magic Mining Beam. Industry is the most generally useful glyph, with Reaping having great utility for node farms and your home instance (not other players' home instances, in which it's disabled). Glyphs that offer ways to gather faster are much more important.
